I AM directed by Mr. Secretary Brodrick to acknowledge receipt of Mr. Campbell's letters of the 3rd and 25th December last regarding the Burmah-China frontier in the N'Mai Kha region.

In reply, I am to inclose, for Lord Lansdowne's information, a copy of a telegram which has been received from the Viceroy, dated the 1st January, 1904.

It will be seen that both the Lieutenant-Governor of Burmah and the Government of India see objections to the course proposed by Sir E. Satow in his telegram of the 2nd December last; and Mr. Brodrick presumes that in these circumstances the original instructions to His Majesty's Minister at Peking will be carried out.

Necessity of consulting the Lieutenant-Governor of Burmah has caused the delay in replying to your telegram of the 12th December. The Lieutenant-Governor strongly deprecates the exchange of notes as proposed; we concur in his view and are of opinion that it is desirable to uphold the instructions conveyed to His Majesty's Minister at Peking by Lord Lansdowne in his telegram of the 15th September and his despatch of the 9th October, 1902.

A despatch on the subject follows. (Repeated to British Minister at Peking.)
